Establish a safety responsibility system and assign responsible personnel. During construction, adhere to the principle of "safety first, prevention oriented." The project leader must focus on controlling unsafe behaviors of personnel, unsafe conditions of equipment and facilities, unsafe environmental factors, and unsafe management flaws during construction. Responsible personnel must conduct safety inspections before construction begins to eliminate potential hazards at the earliest stage.
Assign a dedicated safety officer to oversee all aspects of construction safety, coordinate safety production efforts, and ensure the implementation of all safety measures.

Enforce strict job responsibility systems. Critical roles such as crane operators, signalers, welders, and electricians must be certified and remain at their posts during work hours without unauthorized absence.
Strengthen the management of mechanical and electrical equipment. The equipment integrity rate must reach 95%. All mechanical and electrical equipment must have reliable grounding, intact identification tags, responsibility tags, and nameplates.
All personnel entering the worksite must wear safety helmets, and working under the influence of alcohol is strictly prohibited. Clearly marked warning lines and warning signs must be set up around the construction site, and unauthorized personnel are prohibited from entering.
Adhere to the principle of "inspection before work." Any identified issues must be addressed promptly, and equipment must not be used until resolved. Inspections must be documented. Lifting equipment selected must have sufficient safety margins, proper lifting points, and correct lifting methods, and trial lifts must be conducted.

When lowering pumps into wells, the winch must not have excess rope to prevent excessive speed during descent, which could lead to rope breakage accidents.
Implement a strict shift handover system, with handovers conducted on-site and clearly communicated.
